The Carson family has provided change management services in America since 1842. That was the year that my great, great grandfather Kit Carson hired on to lead the Oregon Trail expeditions of Colonel John Fremont. It was the fulfillment of America’s “Manifest Destiny” more commonly known as the Westward Expansion into the Oregon Territory (Oregon, Washington, and Idaho, as well as parts of Wyoming and Montana) and the Spanish Territories (California, Arizona, New Mexico, Nevada and Colorado).

       Carson & Associates, LLC was established in the Spring of 2017 as an Oregon corporation. Carson & Associates is a boutique consultancy servicing public-sector and non-profit organizations, and specializing in:

(1) Consulting Projects which are unique in its types of analysis and ultimate implementation. For example, your project may need experts drawn from the fields of human resources, strategic planning, business process re-engineering, team building or executive coaching. Rather than offering you an in-house team of generalists, Rich can assemble a team of experts who can provide you with state-of-the-art recommendations to create an organizational change that will transform your organization into a top-tier, public-sector leader. This transformation occurs because you will receive a set of tailor-made recommendations, the tools to implement them, and the follow through assistance you need to succeed.

(2) Executive Coaching which focuses on individuals working in public-sector leadership positions in government, non-profits and utilities. Mr. Carson’s clientele are drawn from his 30 plus years of networking as a high-level government manager, academic researcher and consultant. Men and women who lead organizations often need someone they can rely on for confidential, individualized consultations regarding personnel questions, career decisions or organizational change decisions.

Richard H. Carson, PhD, MPA

Richard Carson, is consultant, practitioner and academic researcher in organizational psychology and change management. He was a Senior Associate with Citygate Associates which provides consulting services to government  agencies in organizational development, strategic planning and performance management. Mr. Carson's recent experience was working with local government agencies in the four Western states of California, Oregon, Utah and Washington.

      Mr. Carson's doctoral studies were in organizational psychology with Washington State University's Individual Interdisciplinary Doctorate Program. He has trademarked his People Sustained Organizational Change Management (PSOCM®) 10-Step Model. The model provides a comprehensive, systematic, life cycle approach to managing organizational change from personnel, technological and existential events.

CITYGATE ASSOCIATES                                       Sacramento, California                                                       2007 - 2018 

Senior Associate/General Manager of the Pacific Northwest office. Citygate provides consulting services to local and state government in the areas of government management consulting, emergency services, strategic planning and organizational development. Projects include work in West Linn and Cascade Locks (OR), Ogden City (UT), San Diego, Sacramento and Solano Counties (CA) and Clark County (WA).                    

 

CLARK COUNTY                                                     Vancouver, Washington                                                     1999 - 2007 

Director of Community Development. Manage a staff of 165 and a $17 million annual budget. Responsible for land use and transportation planning, development review, building and site inspection, engineering, code enforcement, fire marshal’s office, permitting and animal control.

 

CITY OF OREGON CITY                                         Oregon City, Oregon                                                           1994 - 1998

Assistant City Manager/Director of Community Development. Managed a department staff of 27 and a $25 million budget. Responsible for long range planning, building inspection, engineering, capital construction, urban renewal, code enforcement, park acquisition and GIS mapping.

 

OREGON DIVISION OF STATE LANDS               Salem, Oregon                                                                      1993 - 1994

Program Manager. Initiated state's Asset Management Plan, administrative rules to protect salmon habitat in Oregon's waterways and outreach on the state’s placer mining permit process.

     

METRO                                                                      Portland, Oregon                                                              1988 - 1992

Director of Planning and Development. Managed staff of 27, a $5.7 million annual budget and the regional planning programs for the Portland metropolitan area of 1.1 million people. 

 

OREGON ECONOMIC DEVELOPMENT               Salem, Oregon                                                                     1982 - 1988

Planning Manager. Managed staff of 15, and land use and strategic planning, site selection, and infrastructure funding programs.  Chaired Governor Goldschmidt’s State Economic Advisory Team. Worked in the administrations of Governors Victor Atiyeh, Neil Goldschmidt and Barbara Roberts.
